Columbia Utilities has served the utility needs of the City of Columbia.
The Adair County Water District was formed by an order of the Fiscal Court in October 1971. The Water District has grown to serve over 8,250 customers and covers over 500 miles of water lines and over 26 miles of sewer lines.
In 2009 the City and County held discussions and decided to join the two systems to form the
Columbia/Adair Utilities District. General Manager for the Water District Lenny Stone under advice and guidance from County Judge Ann Melton, Mayor of Columbia Pat Bell and Attorney Damon Talley led the efforts to merge the two systems. On July 30, 2010 the two became one with a goal to serve the water and sewer needs of Adair County
New Service – (Having service turned on)
To apply for service come into our office at 221 Dohoney Trace. A connection fee of $12.88 is to be paid at the time of application. Please have the following available:

Anyone applying for new service or changing service that does not own the property is required to pay a Deposit of $50.00 cash/check at the time of application. Deposit is refundable at time of service disconnection or after one year. (Refunds are subject to no outstanding balance and/or one year of penalty free service).
New Service – (Sewer)
If you live in the City limits or any area that is annexed into the City then you will be charged for Sewer service. Sewer service is governed by an Ordinance and even though a service location may not be connected to the Sewer system applicable charges will apply.

To have a new water meter set you must come into our office at 221 Dohoney Trace. A Tap fee is required at the time of application. Please see our Schedule of Rates for appropriate rates and fees. Please have the following available:

Garbage Service
The Columbia / Adair Utilities District bills Garbage Service for the City of Columbia. We do not provide Garbage Service for more information you may contact City Hall at (270) 384-2501.
Understanding Your Bill
Columbia / Adair Utilities District bills are due by the 10th of each month. After the 10th of each month all accounts that have an outstanding balance will be penalized.
We mail disconnect notices to all accounts that have not been paid by the due date. These notices are mailed after the 10th of each month. If the balance on the account is not paid by the due date on the notice the account may be subject to disconnection. A Re-Installation Fee of $30.00 will be charged for all accounts that are disconnected due to non-payment.
Service Charges
Reinstallation Charge: If a meter is pulled or shut off for non-payment, a charge of $12.88 is required to have service re-installed. After hours charge is $30.98.
Meter Reading Recheck Charge: A charge of $12.88 will be charged for a trip to recheck a meter reading when the customer requests the meter be rechecked for a correct reading and the meter was not misread. After hours charge is $30.98.
Meter Test Request: Upon request and payment of $12.88 , a customer’s meter may be tested provided said customer does not request more than one such test every 12 months. If such test shows the meter to be more than 2% fast, a refund of the charge will be made and the bill will be adjusted accordingly.
Service Investigation Charge: A charge of $12.88 per trip shall be made for service investigation during regular working hours if interruption of service is not caused by a failure of the District’s facilities . After hours charge is $30.98.
Late Payment Penalty Charge: A charge of 10% shall be added on each customer’s unpaid balance after the 10th of each month.
Return Check/Bank Draft Charge: A charge of $6.60 shall be paid for each returned check/bank draft along with the amount of the check or bank draft.
Service may be refused or disconnected for failure to pay any requested charge(s).

Paying in Person – Come by our office at 221 Dohoney Trace and let our friendly staff assist you. We also have a drive thru window and a convenient night drop box.
Bank Draft – Come by the office to fill out the form needed to start the process or click HERE to print one out !
Note: You will have to sign the form and return it to the office at 221 Dohoney Trace before this service can be put into effect.
Credit or Debit Card – We accept Credit and Debit card payments! Simply fill out the credit card section on the return portion of your bill. Or come by our office and pay with your card.
Please note: If you choose to mail your payment, please allow enough time for your payment to reach our office BEFORE the due date of the 10th of each month. Columbia/Adair Utilities District is not responsible for slow or lost mail.
Leak Procedures
Adjustments for Leaks
Columbia/Adair Utilities District offers a leak adjustment to our customers as follows:
Notify our office after receiving your bill for a leak adjustment. Your total water consumption must be over 9,700 gallons to receive an adjustment. You, the customers are responsible to pay the first 9,700 gallons, which is equal to $100.00 . Any gallons above this amount will be adjusted to the price we pay for water. Once we have your new water charge, we figure any taxes and sewer rates and adjust your bill accordingly.
